The problem is that most downloaders only understand one video per link, so from a carousel they grab one and leave the rest behind. How to download an Instagram carousel step by step
On PC (Windows or Mac)
Open Instagram in your browser, go into the post and copy the URL from the address bar (it contains /p/). Paste it above and press Search. The grid with the carousel's videos will appear: choose the quality and press Download on each one you want. The MP4s are saved to your Downloads folder.
On Android
Inside the Instagram app, open the post, tap the ⋯ menu and choose "Copy link". Open Chrome, go to PullVid and paste the link. Pick the videos from the carousel: they save straight to your phone's Downloads folder, with no apps taking up space.
On iPhone
Copy the post's link with ⋯ → "Copy link", open Safari and paste the link into PullVid. Each video you download lands in the Files app; from there you can save it to Photos.
What you get from a carousel
PullVid doesn't re-encode or re-compress: it grabs the original files that Instagram serves. Here's what you take away:

Is it safe and legal?
PullVid doesn't install software on your device and doesn't keep the files on its servers once the download is delivered. The videos you receive are the originals from the post. Saving Instagram content for personal, private use is tolerated in most European countries; what isn't allowed is reposting, redistributing or using it commercially without the author's permission. You can only download posts from public accounts.
