On TikTok the whole video is rarely what you want to keep. What matters is usually a few specific seconds: the reaction, the punchline, the dance move. Trimming leaves exactly that and discards the rest.
The section is downloaded, not the video
When you mark start and end, only that interval is requested, so the download is quicker and the file smaller. With short videos the time difference is minor, but the result — a file containing only what matters — isn't.
The star use case: the GIF
TikTok is full of moments that work better as a GIF than as a video: they play by themselves, on a loop, and can be pasted where video isn't allowed. The key is keeping it short. A two-second GIF looks fine and weighs little; a fifteen-second one weighs a fortune and looks worse than the original video, because the GIF format works with a very limited colour palette.
And remember there is no such thing as a GIF with sound. If the moment depends on the song or on what's being said, a GIF will ruin it: the MP4 is the answer there.
What it can't do
It isn't a video editor: it doesn't join sections, add text or change the music. And if the video is on a private account there's nothing to trim, because it isn't reachable from outside the app.
